Origin = future?
Numerous studies show that the German education system is in crisis: a quarter of children in the fourth grade in Germany cannot read properly (IGLU study 2021). One in five children cannot do arithmetic (IQB-Bildungstrend 2022). Computer skills have deteriorated significantly since 2013 (ICILS study 2023).Children from poor families and with a history of migration are particularly affected. They are more likely to leave school without a qualification, less likely to attend a grammar school and less likely to go on to university.The Startchancen-Programm (Opportunity Programme) aims to make a decisive contribution to decoupling social background and educational success. The programme's educational policy goal: to halve the number of those who do not achieve the minimum standards in the core subjects by 2035.

Programme structure
The funds for the "Startchancen Programm" are distributed across three areas:
- 40% goes into an investment programme for a modern and conducive learning environment. The aim is to design the interior and exterior spaces of the schools in such a way that they become barrier-free and stimulating places for all children and young people. It is therefore primarily about equipment and infrastructure.
- 30% will be allocated to an opportunity budget for needs-based solutions for school and teaching development. This is intended to promote school and teaching development. Needs-based means that the Startchancen schools receive their own budget, which they use independently for the benefit of their students. It is intended to strengthen school autonomy.
- 30% will be invested in personnel to strengthen multi-professional teams. With more and differently trained educational staff, students can be better supported, parents can be advised and the school culture can be improved overall – all aspects that have a positive effect on learning.
